Emergency Shelter Setup Guide: Planning Rapid-Deployment Bedding

2 min read

When a disaster displaces a community, shelters must turn a gym, church hall or community center into a safe place to sleep within hours. Food, water and medical care rightly come first, but bedding is often the gap that teams notice too late, when families are already sleeping on bare floors.

The need is real and growing. In fiscal year 2024 the American Red Cross provided about 2.3 million overnight shelter stays, and the U.S. recorded 27 separate billion-dollar weather and climate disasters in 2024. This guide walks through how to plan bedding before the next activation.

1. Estimate your capacity

  • Start from the maximum number of people each site can hold, not the average.

  • Plan for families: include child-sized bedding as well as adult sizes.

  • Keep a reserve for longer stays, replacements and partner requests.

2. Plan storage and transport

Bedding that is bulky or needs extra equipment slows everything down. Look for products that pack small, stack easily and travel in their own bags, so a single vehicle can deliver enough beds for a whole site. Store inventory where your deployment team can reach it quickly, and label it by size.

3. Make setup fast and simple

Close-up of the Comfe AirPad® inflation valve

Volunteers set up shelters under pressure, often at night. Every Comfe AirPad® has a built-in rechargeable pump: close the valves, press the power button and the pad is fully inflated in about 75 seconds, with no external pump or compressor to bring. Build charging into your plan by keeping pads charged in storage (a full charge usually lasts about 5 months) and setting up a charging point at the site.

4. Lay out the space

  • Keep clear walkways and emergency exits.

  • Group families together and create quieter areas for children and older adults.

  • Leave room for accessibility needs and medical support.

5. Keep it clean between users

Shelter bedding is often shared over time. Choose fabrics that are easy to sanitize. The Comfe AirPad® uses premium medical-grade ripstop fabric that can be wiped down with a damp cloth and mild soap, and generic medical-grade wipes are compatible for disinfection.

6. Recover, repair and restock

  • After deployment, clean, dry and inspect each pad before storage.

  • Fix small punctures with a Repair Kit instead of replacing the whole pad.

  • Recharge pumps and record your inventory so you are ready for the next activation.
